On the 16th August Mr. Liang Shih-yi, (梁士詒

), Premier of China in 1921 and now

a trusted adviser of Marshal Chang Tso-lin, paid me a visit at Government House, being accompanied by the two Chinese members of Legislative Council, Sir Shouson Chow and Dr. Kotewall, C.M.G. Mr. Liang is on a visit to his father, who resides permanently in Hong Kong; and he and I have known each other since 1911, when he was Vice-Minister of the Board

of Communications under the Manchu regime. He is

a Cantonese.

2. We had a long conversation lasting more

he cannot than two hours entirely in Cantonese talk English and he spoke his mind very freely and, so it seemed to me, sincerely. I asked Dr. Kotewall to take a note of the conversation, while it proceeded; and he has now from his notes compiled the enclosed memorandum, which gives correctly the substance of Mr. Liang's remarks, and which I think you will find very interesting.
