Sir,
On March 4th, 1927, the Committee of Imperial
Defence had before them and agreed to take note of a
report of the Advisory Committee on Trading and Blook-
ade on the possibilities of exerting economic pressure
on the Nationalist Government of South China, a copy
of which is enclosed. The Committee at the same time
recommended that copies of this report should be sent
to His Majesty's minister at Poking, to the naval
Commander-in-Chief in China, to His Majesty's Consuls-
General at Shanghai and Canton and to the Governor of
Hongkong, who should be asked to report their views.
2. I shall be glad therefore if you will send
instructions accordingly to Is Majesty's Consul-
General at Shanghai and Mis Majesty's Acting Consul-
General at Canton, for whom additional copies of the
report are enclosed, and if you will forward their
views to me, together with your own, with all conveni-
ent despatch.
3. The Admiralty and the Colonial office are
sending corresponding instructions to the naval Com-
mander-in-Chief and the dovernor or songkong respective-
ly.
