Your telegram of 26th March I had already considered
most carefully whether in warning Canton and Chen discovery
of plot should be intimated. But I am certain that this
would be unwise because consequently inevitable publicity
would cause great alarm in Hong Kong whete matter has been
kept strictly secret. Such publicity would of itself cause
intimidation desired by those planning another general
strike in Hong Kong and play their game. On the other
hand organised assassination in Shanghai has already received
wide publicity and reference to it in warning should suffice.
Source of information could not be disclosed without
risk of death to informant.
