improbably until their nationals have been evacuated
would presumably apply wit equal force to any coergive
aotion taken. That measure of protection for nationals
do you propose before seizing oos ung Forts.
C As regards interference with operations of South against
North H.M.Minister Peking häs al ready suggested steps on
the lines oro posed in my 655 vide his telegram 547.
