fresh danger arises.

Second alternative.

Following communication might

be made to Japanese goverment.

Begins :-

"We are now in course of obtaining a defensive force

in eastern waters which should be adequate for any

emergency likely to arise in Shanghai. We are moat

anxioua not to make avoidable difficulties in other parts

of China. If Japanese Goverment adhere to the view

expressed by Baron Shidehara that the general situation

would be eased by keeping the bulk of our defensive forces

in Hong Kong, we shall be glad to do so pending consul-

tation with them, and provided that no crisis arises

requiring immediate action"
