Statement to be

In manifesto of January 22nd Nationalist Government declared
their intention and their immediate readiness to have all
uestions outstanding between nationalist China and foreign Powers
settled by negotiation and agreement. This implicitly applied,
and was intended wo to apply, to question of status of British
and other concessions and international settlements in China
(Mr. O'Malley (Hankow) No.48 of 8th February.)
This necessarily means that policy of Nationalist
Government is not to use force or to countenance the use of force
to effect changes in status of any or all concessions and inter-
nationalsettlements.
The Nationalist Government have to lay it down that changes
in atatus of concessions and international settlements wherever
situated in China are of such vital and national importance that
no local or other Chinese authorities save and except National
Government can negotiate with foreign Powers concerned in respect thereof (ur. O'Malley (Hankow), No54. of February 15th).
