Hong Kong undertook to bear the additional
cost of completing the aerodrome by dredging,
the advantage derived by the Air Ministry
being a saving in time of some two years.
The dredging, while of some benefit to Hong
Kong, would certainly not have been under-
taken in present financial conditions,
apart from the aerodrome, and it would
hardly seem equitable for the Air Ministry
to save both in time and in money while
increasing the burden on Hong Kong. The
amount involved in any such adjustment
is not large, and we hope, therefore,
that you will agree to let the present
basis for the division of cost remain
unaltered.
