As the dredging, or at any rate one
half of it, would not be worth undertaking
simply in order to improve the Harbour, it
is submitted that if the gain in time is
thought important by the Air Ministry, one-
half of the additional cost should be borne
by Air Force funds.
An immediate decision
on this point is necessary, as the inception of
the work is dependent upon the acceptance of
an exceptionally favourable offer made by a
dredging Company, which offer expires on the
15th of April.
