I am directed by Secretary Sir Austen
Chamberlain to request you to inform the Air Council that
he has had under consideration Air Ministry letter No.
5.25972/5.6 of April 6th last regarding the nature of the
accommodation and repair facilities to be provided on the
Kowloon site for the aircraft now in Chinese waters.

As the Council are aware, the Secretary of
State informed the governments of the United States of
America and Japan in February and March last regarding
the acquisition of this site for the establishment of an
aerodrome, and he does not consider it necessary to
consult these governments again on the present question
of the character of the works to be provided for that
aerodrome,
3. Sir Austen Chamberlain is or opinion that in
all the circumstances the accommodation provided should
be wherever possible of a temporary nature, but that if
such accommodation does not meet the immediate
requirements of the authorities concernec, then buildings
of a more permanent character may be erected.
understood from the contents of the last paragraph of
the letter under reply that any such permanent
constructions would be of such a nature as to be
suitable for civilian purposes.
