I am commanded by the Air Council to refer to
the conclusions of the 225th Meeting of the Committee of
Imperial Defence relative to the acquisition of Kai Tak
site for an aerodrome at Hong Kong, and to acquaint you,
for the information of the Secretary of State for the
Colonies, that they now desire to approach the Lords
Commissioners of H.M. Treasury with a view to the provision
of funds for the acquisition of the site.
Having regard to the terms of the Colonial Office
Memorandum C.I.D. Paper 294-C and the Minutes of the 225th
Meeting of the Committee of Imperial Defence, the Council
understand that whilst Mr. Amery does not dissent from the
view that the provision of land for defence purposes should
in principle be regarded as the liability of a Colonial
Government, he is of opinion that the existing financial
resources of the Hong Kong Government are such as to
preclude the possibility of the whole cost of the
