Dear Mr. Paskin,

I spoke to you on the telephone yesterday about your letter C.22339/26 of 8th December on the proposal that one of our Surveyors should be lent to the Hong Kong Government for a period not exceeding one year.

If

Perhaps you would confirm that the officer selected would draw, while on voyage, one-half of his total Hong Kong emoluments. this is right, then perhaps you would also say whether this is your invariable rule. We have called for volunteers and this point has been raised in the replies. The men concerned feel that they ought not to suffer any loss of pay while on voyage.

There is the further question of the arrangements which will have to be made to secure the position as regards superannuation of the officers selected. We shall probably have to go to the Treasury on this, but perhaps you would let me know from your experience what the custom is when it is arranged for men from other Government Departments to be seconded to your Service.
