Dear Beckett,
In reply to your letter of the 14th March, with
regard to our official letter M.16165, with reference to
the Hong Kong survey staff, I may say, at the outset, that
cur reference to "ccndit icns regarding increment arose
out of the fact that, as the Treasury will not allow the
service of a Board of Trade Surveyor under the Hong Kong
Government to count towards superannuation, it is equally
impossible that it should count towards increment The
result is that the surveyors who considered the post were
alarmed at the prospect of being one increment,
i.e. £20
behind annually, owing to service in Hong Kong, apart from
the year not counting towards pension.
Dealing with the main point in your letter, I may
say I have consulted our technical officers, and find that
they consider the training and experience of Mr. B.H.Church
to be such as to make him a very suitable candidate for
training and appointment as Ship Surveyor at Hong Kong.
