With reference to (1) your letter C.5883/26 of the
23rd March 1926, regarding the special passenger certificate
for foreign-going vessels which it is proposed to issue in
Hong Kong, and (2) subsequent correspondence respecting the Yappointment of Mr. Wilton and training of Mr. Church (Your
reference 30042/27), I am directed by the Board of Trade to
state for the information of Mr. Secretary Amery, that now
that arrangements have been made for Mr. Church to undergo a
course of training in the duties of a ship surveyor in this
Department and Mr. Wilton has proceeded to Hong Kong to
supervise the work relating to sub-division, strength and
loadlines of passenger ships, they are prepared to take the
necessary steps for the issue of an Order in council under
Section 284 of the Merchant Shipping Act 1894, as soon as
they have information that all the regulations relating to the
survey of passenger vessels in force in this country have been
