Further it will be necessary that this
Government should be supplied with copies of all
regulations, instructions and minutes to Surveyors at present in force in the United Kingdom, relating to
Marine Surveyors, and thereafter with copies of all such regulations, instructions and minutes as may from
time to time be issued by the Board of Trade for application to ships in the United Kingdom. Eighteen copies will be required in each case and i would ask that the Board of Trade be requested to arrange for
their supply as occasion arises.

It is, of course, understood that
recognition of Hong Kong foreign-going passenger
certificates depends upon adoption of the regulations

mentioned in my telegram of 27th September.
These
regulations are now bare the Executive Council and
copies of them will be forwarded to you as soon as they
are approved.
