The misunderstanding which exists is not on
the part of this Department, but on the part of the
Hong Kong Government as to the difficulties of getting
suitable people to train up in the duties of

division for the purpose of carrying out surveys to
the standard required by the Board of Trade. The
Board of Trade would not be satisfied to agree to
the issue of an Order in Council recognising the
Hong Kong certificates as equivalent to the U .K.
