opium on board consigned to lacao.

Raw opium is stored under the supervision of the

opium Superintendent and placed in charge of the special

police. It should be added that Macao has been a free port

since 1845, and that there are thus no customs or custom

services.

Authorisation for the export of raw opium must

first be obtained from the 3uperintendent and the despatch

of the cases must always take place in the presence of the

police. The operation may only be carried out in the inner

port.

The Superintendent must notify the Chinese Customs

of the quantities of raw opium to be consigned.

The Boletim Oficial publishes regularly a list

of the countries in which the import of opium is prohibited,

and no exports to such countries will be authorised by the

authorities.

The minimum exportable quantities are one bale of

Bengal opium and one packet of Malva, Persian or Turkish

opium.

Prepared opium constitutes a monopoly of the

concessionaire', which has been granted until June 30th, 1927.

The concessionaire alone may prepare, manufacture, sell and

export prepared opium. The maximum quantities consumable

are fixed by the concession as are also the maximum exportable

quantities. No limit is imposed, however, to re-exportation,

which is not prohibited by law.

The superintendent regularly receives a report on

the preparation of opium, on consumption, on the persons

authorised by the concessionaire to sell opium, and on the

movement of the retail trade in opium.
