Referring to the interview I had with Your
Excellency in the visit with which Your Excellency have
kindly honoured this Colony very recently, I beg to confirm
that the Macau Government has already established for opium
traffic the system of direct administration, which will
start to operate from July 1st prox.
In order to enable the Opium Administration
to commence the running of the business on the appointed
date, I have duly authorized the purchase of 75 chosts of Persian raw opium, being the remaining stock of the actual
monopolists Yue Seng & Co.
I would also beg to lay before Your Excellency
the proposition regarding the supply to this Colony of 225
chests of Benares rav opium by the Hong Kong Government,
subject to the following conditions:
1st) The Macau Government undertakes to import Benares
raw opium, to the maximum limit of 225 chests for
the local consumption.
2nd) The Hong Kong Government undertakes to supply 225
chests of Benares raw opium which in accordance with
the terms of the Conventions, the Macau Government
can import for the consumption of its population. 3rd) The Hong Kong Government will supply the above 225
chests at the price to be agreed upon.
4th) The payment of the cost of the 225 chests to be
made as the Hong Kong and Macau Governments may
