Dear Nicholls,
Many thanks for your telephone message
this morning about the reply to the Portuguese
Ambassador.
I enclose a draft reply to the Governor
of Hong Kong. I think this will be sufficient, but
I should be glad to know whether you and agree.
By omitting references to the recent
telegrams which have been in cypher, it is possible
to send this telegram in code.
The despatch referred to in the draft
telegram was a formal despatch transmitting to the
Governor the enclosures to Foreim Office letter
F 4654/3383/87 (undated) which was received in the
Colonial Office on the 20th of November. We do not,
however, appear to have received the text of the
actual communication which was made to the Portuguese
Government by the Ambassador at Lisbon.
