Hong Kong, which employs Comrade Jacob Borodin
as its high advisor" which avowedly aims at
making the British position throughout China
untenable and at the destruction of British
treaty-rights, and which is even now conniving
at efforts to promote a general strike in Hong
Kong, would have a deplorable effect on the
morale of the Chinese community here resident.
This Government will, of course, do its best to
ensure that General Ch'an Kweng-meng, whilst in
the Colony, abstains completely from all political
activities.
