I HAVE received your despatch No. 623 of the 15th June commenting upon the settlement of the "Lungshan" incident, and reporting the procedure agreed upon between yourself and the Naval Commander-in-chief with regard to future co-operation in cases where retaliatory action is required.
2. I approve the attitude you have adopted in this matter and the instructions. you have issued to His Majesty's consular officers in China.
