(b) To a naval (including Royal Marine) absentee without leave or naval deserter returning to his depot or ship without an escort (at three-fourths ordinary fare). See page 42. (c) To a naval (including Royal Marine) officer or rating, soldier, or airman who has lost his railway ticket or warrant whilst on leave and is unable to rejoin his ship or unit (at fuli ordinary fare). See page 40 as regards military and air force absentees and deserters,

(d) To a man who is otherwise without the means of rejoining his ship or unit (at full ordinary fare). See page 40 as regards military and air force absentees and deserters. (e) To a relative visiting a man in hospital (at full ordinary fare).

(f) To a relative travelling to attend a funeral (at full ordinary

fare). See page 47.

It will be observed that whenever the man is taken by a police escort to his ship or unit, the case will come under category (a).

When the man is not taken by an escort, the case will come under (b), (c), or (d). Absentees without leave and deserters from the Navy or Royal Marines, when travelling without an escort, come under category (b), whilst soldiers and airmen come under either (c) or (d), according as the man has had a ticket for the intended journey which he has subsequently lost or not. Men who are not absentees without leave or deserters, come under category (c) or (d).

8. A warrant should not be issued in cases coming under paragraph 7, (b), (c) or (d), unless the railway station for which the warrant is issued is at least 10 miles distant, nor should a warrant be issued in these cases by the Police if there is a recruiting office for the force concerned in the neighbourhood to which the man can be sent.

9. The Instructions printed on the inside cover of books of form B railway warrants should be carefully observed, care being taken to delete the inappropriate words on the front and back of the warrant and to send the necessary notices without delay.

10. If separate warrants are issued for the police escort and the prisoner, it is necessary that the back of both warrants should be completed and a cross reference added.

11. The railway companies will in all the above cases recover the fare from the appropriate Naval, Military or Air Force authority direct, so that the cost of the tickets will not fall upon the police fund. It is important that the name and address of the appropriate authority (as set out in the second paragraph of the Instructions printed on the inside cover of each book of warrants) should be stated on the warrant,

SECTION XV.

SAILORS, SOLDIERS OR AIRMEN DANGEROUSLY ILL OR DEAD; RAILWAY WARRANTS FOR RELATIVES.

1. On production of a telegram as set out in paragraph 4 below, the Police may issue a railway warrant (see page 45) to relatives of any officer or man of the Army (including the Territorial Army) or Air Force who is lying dangerously ill in hospital or has died, so that relatives who cannot afford the expense may, nevertheless, visit the man, or attend his funeral, as the case may be. In the case of the Navy and Royal Marines, a warrant may only be issued to relatives of ratings dangerously ill and to relatives of officers and ratings who have died.

2. If a railway warrant is issued, the applicant should be asked for the particulars that must be included in the notice of the issue of the warrant to be sent to the appropriate Authority. The telegram produced by the applicant should be endorsed clearly with the words

Railway warrant issued from.

.to.

.and return," and handed back to the applicant with an instruction to keep it carefully for the purpose of the journey and produce it when required.

3. A warrant may be issued for two persons, one of whom must be a relative, and should cover both the outward and the return journey. 4. In Naval (including Royal Marine) cases, the telegram will be in one of the following forms :-

a) "Regret..

dangerously ill at.. hospital. If you wish to visit him and are unable to beat the expense of the journey, a railway warrant to provide for third class return travelling for not more than two persons will be issued on production of this telegram at the nearest police station.
