With reference to your letter of 23rd ultimo C22878/26),
I am directed by the Secretary of State to transmit the
enclosed copy of the consolidated circular of 1st January,
1925, issued by this Department to Chief Constables,
and to call your attention to pages 55-6 thereof.
I am to add that the transmission through the post
of any postal packet containing any advertisement or ticket
relating to a lottery at home or abroad is prohibited
(cp. Post Office Guide) and such packets when observed
in course of transmission through the post are detained.
