4. In China the Colony of Hong Kong is undoubtedly the most valuable asset of the British Empire. For the safety and future prosperity of Hong Kong, apart from the vital necessity of maintaining amicable, and even intimate, relations with the Liang Kuang provinces, or at least with Canton and Kuang-tung, an entente between Great Britain and Japan concerning Chinese affairs is most desirable.
