The Commissioner for Foreign Affairs informe me that

three of the robbere have been arrested and shot, but I

have only the word of the police for tils and no evidence

has been produced that such arrests and executions have

been carried out, or that the men were actually concerned

in the robbery in question.

With regard to the arms removed from Teo's house by

the police, the Commissioner refuses to give them up on

the ground that they were not imported under hu chao, as

required by the "Rules and Regulations for the Importation

of Arms and Ammunition".

With regard to these arms, Teo explains that one of

the shot guns bolonged to the founders of the firm before

he became manager. The other was bought by him locally

last year. The 300 400 partridges were also bought by

him locally a few years ago. the two old revolvers

originally belonged to he founders of his firm. The

sporting knife was bought by him 20 years ago at Singapore.

The Browning pistol and aurunit on were purchased by him

in 1919 or 1920 from a siip's captain in Swatow.

7. With the possible e xception of the rowing istol

and amunition, therefore, Teo Yee Swee appears to have

acquired the above articles without infringing the Import

of Arms Regulations. In any case, I submit that it is not

for the police to take upon themselves to confi cate tuose

articles. In my oorrespondence with the Commissioner for

Foreign Affairs I have held that the police should return ✯

the articles intact to me and that if they suspect that

they have been acquired by Teo in an illegal manner, tney
