I
In reply to your letter of the 9th April, enclosing
draft of a despatch which it is proposed to send to the
Governors of the Straits Settlements and Hongkong, the
negotiations with regard to Treaty alteration have not
faded away and some progress is in fact being made.
would suggest therefore that the passage on page 6 of
the draft, indicating that the negotiations are in abeyance
should be amended. I would further suggest a slight
alteration in the last sentence at the bottom of page 7.
This might begin: "The aim of large numbers of British
"subjects and protected persons of Chinese origin
"visiting China, etc."
I doubt the advisability of assuring the High
Commissioner of the Malay States that, in any arrangement
negotiated, no distinction will be drawn between the
Chinese born or domiciled in the Malay States and Chinese
born or domiciled in the Straits Settlements or Hongkong.
In theory the position of a person of Chinese race who
is a subject of a Malay State ought to be the same for
this /
