abiding and contribute to the prosperity of the Empire

by their industry and commerce, they should receive

the corresponding benefits of good government - in

the Empire. But when they return to their land of

origin for pleasure or profit, let them take the

risks as well; any sentiment expended on them as

follow British subjects in danger is wasted.
