Sir,
I have the honour to enclose a copy and
translation of a circular letter received by
Consular Representatives in Canton from the local
Ministry for Foreign Affairs forwarding a notifica-
tion regarding the method by which Chinese may
renounce their Chinese nationality. As is usual
with letters received from the Foreign Office in
Canton, this communication purports to have been
issued by the Minister for Foreign Affairs, Mr.
C.C. Wu.
2. As regards the Chinese nationality law
referred to in the notification, I have ascertained
by enquiry at the Ministry for Foreign Affairs
that this is the law promulgated by the Peking Government in 1911 and subsequently accepted by
the nationalists. The detailed regulalations were,
I am told, revised in November 1912 and again
I have been unable to obtain
in February 1915.
