Sir,
I am directed by Secretary Sir Austen Chamberlain
to transmit to you the accompanying copy of a despatch from
the Acting British Consul-General at Canton enclosing and
commenting on a notification issued by the local Ministry
for Foreign Affairs regarding the method by which Chinese
may renounce their Chinese nationality.

Sir Austen Chamberlain would be glad to be
favoured with Mr. Secretary Amery's observations on the
questions raised in Mr. Brenan's despatch. In the meantime
a memorandum on the whole subject of the protection of
Anglo-Chinese in China is being prepared in this department
and will be transmitted in due course for the information
and consideration of the Secretary of State for the
Colonies.
