subsequent production of evidence to the contrary, however
convincing, will be considered, and I am therefore sending a
copy of this despatch and its enclosures to Mr. Phillips, His
Majesty's Consul General at Nanking, requesting him to bring
the case to the notice of the Ministry of Foreign Affairs of
the Nationalist Government, with the object of securing recog-
nition of Low's British nationality, when I should again
approach the local officials with the demand that the money
extorted from Low might be returned to him.
