In accordance with the instructions contained in

the last paragraph of Legation Circular No. 36 of

March 24th, 1925 (2646/25), I have the honour to enclose

herewith copies of correspondence between the

Commissioner for Foreign Affairs at Swatow and myself

regarding the nationality of Low Peng Kiah, a British

subject.

This person was referred to in paragraph 5 of my

despatch No. 68 of August 23rd last on the subject of

various disputes which had arisen at this port regarding

the nationality of Anglo-Chinese.

At that time the local Bund Reclamation Bureau

had called in question Low Peng Kiah's title to

certain foreshore, for which he held perfectly valid

"red" title deeds of perpetual lease, in which he was

described as a "British merchant", and had accused him

of falsely assuming British nationality for his own

advantage. The Bureau proceeded to fill in his foreshore,

and in January last they issued a notification announcing

the proposed sale by public auction of a portion of

the newly-reclaimed land, including the whole of Low

Peng Kiah's property. I immediately protested, but
