I am directed by His Majesty's Principal
Secretary of State for Foreign Affairs to refer to
Mr. Secretary Amery's letters to Lord Buxton and to
himself of February 19th regarding certain proposals
made by the Governor of Hongkong for the disposal of
the Boxer Indemnity, and to transmit herewith, to be
laid before Mr. Amery, a copy of a memorandum by the
Chairman of the China Indemnity Advisory Committee,
approved by the available members on March 16th,
commenting on the Governor's communication.
