The adoption of any such proposal would be a complete
departure from the recommendation of the Advisory Committee,
namely, that all expenditure of funds should be determined
and carried out by a Board of Trustees with a Chinese
majority. Obviously, therefore, no anticipatory advance,
especially to a British controlled body, could be approved
by Advisory Committee. Hereover objection (2) in your
paragraph 5 seems so insuperable that Lord Buxton does not
think it necessary to submit suggestion to British members
of the Committee
