Thank you for your letter of May 7th, suggesting some

criticisms of the proposal to set up a Provisional Committee

in China to deal with the Boxer Indemnity.

Recent developments in China had already suggested to us

the possibility of having to reconsider our present Indemnity

policy in connection with the whole question of compensation

for losses and injuries suffered by British subjects in China

during this critical period; but there are many serious

objections to a change of policy as you will see from the

enclosed telegram.

It is, therefore, most undesirable that

any hint of a possible change of policy on our part should be

given abroad, and we propose, while considering the position,

to continue on our present lines and are authorising sir

1.Lampson to sound Shanghai Chinese opinion about the

proposed Provisional Committee, while at the same time

consulting him on the larger issue.
