With reference to Mr. Ormsby-Gore's letter to

Sir Austen Chamberlain of July 26th, I enclose copies of

telegraphic correspondence with Peking about the Boxer

Indemnity subsequent to our telegram No. 57 of the 23rd

May. All of these telegrams were sent to the Colonial

Office at the time. I also enclose a memorandum on

the present position drawn up under Lord Buxton's

directions for the information of the Advisory Committee;

this explains exactly what the position is up to date.

It is really no use for the Governor of Hongkong

to continue to ask us for money, which, as he must know

quite well, we are not free to give him in present

circumstances. His proposals would require a reversal

of our present policy, a new Act of Parliament and

almost certainly the resignation of the present
