Tsai, Wang and Tsu are willing to serve, so that
completes the Chinese membership. I am sending them
formal letters of invitation on behalf of the advisory
committee.
As regards the British members I propose the
following names:- T.C. Young, Hubbard, Balme, C.H.Arnhold
(the latter would represent Shanghai's interests) and
Miss Spicer.
If you approve would you approach Hubbard (care of
Hongkong and Shanghai Bank, London) - Allen, his locum
tenens here could act during his absence: also Young
(care of Chinese Engineering and Mining Company, London)
for whom Nathan, manager of Kailan Mining Administration,
Tientsin could act, and Balme, if he is still in
England. I can invite Miss Spicer and Arnhold.
I propose to ask Doctor Aspland, medical officer to
His Majesty's Legation, to act as temporary secretely.
