Letters of invitation to Tsal and others

mentioned in my telegram No. 1220 have not yet been sent out and in view of present instability of Southern government's position at Nanking I am inclined to think it would be more prudent to suspend further action till the situation clears.

As regards fifth British member I submit with all deference that when committee is formed it is essential to have one momber fully representative of British opinion in Contral and South China
