certainly no encouragement given to the expectation that
a Board of Trustees is going to be set up immediately.
Our position in the matter ought, I think, to be made
clear at once to Sir M. Lampson.

There is one point on which everyone is in agreement
that, for the present, there is nothing to be done.
I think that for the time being our instructions to
Sir M. Lampson should be to do nothing; and I submit a
telegram to this effect.
Mr. Locker-Lampson's proposal to scrap the Provisional
Committee idea altogether, is contrary to the recommendations
of the members of the Advisory Committee here and in China;
and should I think be submitted to them before we issue any
such far-going instructions to Sir M. Lampson. Personally,
I think it is better to delay the idea rather than to destroy
it.
? Send a copy of Mr. Locker-Lampson's minute to
Lord Buxton and suggest that a meeting of the available
members of the Committee be called towards the end of
October.
Also ask Lord Buxton if he concurs in draft telegram
to Peking.
