Letters of invitation to Tsai and others
mentioned in my telegram No. 1220 have not yet been sent out and in view of present instability of Southern government's position at Nanking I am inclined to think it would be more prudent to suspend further action till the situation clears,
S. ould His Majesty's Government be compelled to modify their policy as suggested in your telegram No. 57 establishment even of provisional committee with limited powers might conceivably prove additional embarrassment and present state of things gives us every excuse for delay.
As regards fifth British member I submit with all deference that when committee is formed it is essential to have one member fully representative of British opinion in Central and South China
and that it should not be impossible to find suitable candidate among British community in Shanghai. II you agree I will consult Hic Majesty's Consul General at Shanghai and submit another name.
