My telegram of 23rd February,
Trade situation
shows no improvement in Cant on. Dispute between
merchants and employed is still unsettled and delay
clearly reflects the growing communist counter
attack which will be greatly enhanced if the nationalists capture Shanghai.
Seamen's Union appears to have abandoned
temporarily as impracticable plans for shipping strike
but it is actively strengthening its hold by forming union cells in Chinese crews of all classes of vessel including Pacific liners.
At Swatow the Union is reported to be allying itself with Juvenile element in the peasants unions.
