COL. OFFICE Telegram from the Governor of Hongkong to the Secretary

of State for the Colonies. Dated 28th April 1927.

As a result of

My telegram of April 14th Trade situation

anti-communist coup all interference with cargo from

Hongkong has ceased in Canton for the present. Goods stored

since June 1925 have passed into consumption and native dealers wholesale and retail are optimistic.

Swato Martial law for anti-communist purposes has interfered with cargo workmen but closure of extremist labour unions will no doubt have same satisfactory

results as in Canton for a time.

Hankow. Business with Hongkong impossible while banks remain closed. I must caution you however against undue optimism. Even if communists are unable to come back

nationalist programme still includes destruction of

imperialism of which trade penetration is supposed to be the chief weapon.
