and as it is well known to the people, I have no need to
reiterate it. It was my hopes that after the amalgamation
of Hankow and Nanking, a 2nd. Conference of the Executive
Committee and the Inspectorate would be convent to resolve
upon all questions. But no such thing has been done in
Nanking. There has been suggested a so-called amalgamation
of Shanghai, Nanking and Hankow, there having suddenly
arisen a Shanghai Kuomintang Section. This surprised us
very much. We must know that members of the Sai Shan
Clique have lost their qualifications as members of the
Kuomintang for a lon ti e, and can in no place and at no
time be our leaders. Since the 2nd. General Conference
of the All-China Kuomintang Representatives, we have only
had one Central Kuomintang Department. In our Northern
Expedition last year, our Kuomintang comrades holding
different opinions had a split. But all who were holding
the signs of Government are all loyal comrades of the
Party, and are all legal Central Authorities of our Kuomin-
tang whatever they happen to be in Hankow or Nanking.
Now on their re-union after division, they are perfect
as a unit, and hence there had arisen the proposed amalgama-
tion of Hankow and Nanking. Under the rules of our Kuomin-
tang, we should not fil to rise in osition. Further
after the amalgamation, they have not acted in compliance
with the rules of our Kuomintang. The three cliques have
each elected six representatives, and the so-called Special
Council was formed, which actually exercised the functions
of the Central Executive Committee and Inspectorate. Let
me ask if there is any provision in the rules of the Kuo-
mintang for this. This is not only a violation of the rules
of our Kuomintang, but it is also contrary to the resolut-
ions that have been passed by the 2nd. General Conference
