to save our Kuomintang from its present danger, and I
propose that the Special Council should be overthrown, the
Central Kuomintang Department reinstated, and a 4th meeting of the Central Executive Committee and the Central Inspect-
orate convened to solve all important questions. The proposed meeting of the Central Executive Comittee and the
Central Inspectorate shall not limit itself to the discuss-
ion of various matters and to the maintenance of peace a8
in ordinary times, but shall also continue our revolutionary
spirit definitely to remove the hardship of the people. The
hardship of the people is of two kinds one caused by the
Communists and the other by the corrupt and bad elements.
The proposed meeting of the Central xecutive Committee and
the Central Inspectorate should be convened in compliance
with the rules of our Party, and should definitely promote
the privileges of the masses. For the peasants, worimen,
merchants, and students in general, reasonable privileges
and protection should be found. In the interests of the
peasants, steps should be taken to get the rents of fields reduced, and peasants' banks established. For the benefit of the workmen, labour rules should be formulated.
merchants, the reductions of duties and facility of
communication should be secured; while for the students
independent funds should be provided and educational organizations developed. Attention should also be paid to the livelihood of the soldiers. All these are important questions, and the proposed meeting of the Central ecutive Committee and the Central Inspectorate should promote the
general welfare of the peasants, workmen, merchants and students and remove the hardship of the people, before it
can prove itself to be of any good. Then it should go
further to increase the power of our Party, rule the
