His Excellency on behalf of both General Li Chai-sum and himself in their personal capacity. The object of the visit is to show to His Excellency the friendly feeling which they both entertain for Hong Kong. This visit has been brought about by the friendly interven- tion of Mr. Liang Shih-yi whom many officials in Canton regard as their "senior", and to whom he expresses his thanks for the interest he has taken. He agrees with
His Excellency in what he says. It is certainly the duty of the Canton Government to deal with brigands and
pirates in their territories, and he will, on his return
to Canton, consider with Jeneral Li what action to take.
HIS EXCELLENCY says that he is very please to hear of this.
MR. FUNG goes on to say that there are two or three important
matters which he wishes to speak about. One is the
restoration of the friendly relations that existed be
between Hong Kong and Canton before the outbreak of the strike. At one time there were two factors operating
against this. One was the machinations of the Russian
Bolshevists who, having won the then Government in Can-
ton over to their side, used Labour to attain their ends.
These Russians were got out of the way about four months
ago.. The second factor still remains: it is the Hong
Kong Strike Committee in Canton. The people who went on
strike soon after the Shanghai incident of May 30th were
instigated by the Russians; and the present Canton Govern-
ment pity them for their ignorance, and do not wish to
treat them harshly. There are still a large number of
these people in Canton. The Canton Government is now devising means of dispersing them quietly and as soon as
possible.
HIS EXCELLENCY says that he is also very pleased to hear of this
intention.
