which is unfortunate. The attitude of the inhabitants was

one of resignation and almost of indifference apart from a few who expostulated violently.

16. I consider that the conduct of the Master of the

S.S. "Chung On" was most reprehensible. He was in company with a ship which he admits he though had been pirated; he knew that H..S. "HOORHEN" was at Shamshui and yet he proceeded to Shui Hing, and only sent a message back when it

was too late. He should have stuck to S.S. "KO CHOJ" or

else gone back at once to Samshui and reported to "LOORHEN",

Had this been done there would have been a good chance of capturing the pirates; as it is a golden opportunity was

lost.

17. I consider that the Commanding Officer of HM.S.

"MOORHIN" is to be commended for his prompt and efficient

handling of the situation and the excellent way in which he

collected and reported all available information.

18. The landing parties were in charge of Lieutenants

Lovegrove, Brittain and Agnew of H..S. "LOTH", "CICALA"

and 100RHEN" respectively. The work was carried out

expeditiously and efficiently and with the minimum amount

of danger to the men.

I told the chief man of Shek Ki and have noised it

it abroad that any further piracies of British ships will

be followed by more burning of villages in the pirate areas.
