On receipt of the above telegram of the 18th, Fung Yuk Tseung forwarded it to Hankow, and on the 22nd he again sent another telegram to warn Nanking and Hankow, which is

similar to that which he issued on the 14th and contains 4 proposals for the proposed Conference at Kai-fang. As the telegram is very lengthy, we have not published it. The outline of the 4 proposals can be found in the reply telegram

below from Hankow dated the 24th.

the telegram from Fung (Yuk Tseung) of the 22nd.

With

Your telegram of the 22nd respectfully noted. reference to the 4 proposals you have made, we beg to give you a reply as follows:-

(1) Since the Central Kuomintang passed their resolution

on the 15th, all the Communists in the Central Government and the Central Kuomintang Department and the Provincial Government and Kuomintang Department

in Hu-peh have been eliminated. Our troops and various Societies have also been carefully warned. Borodin will shortly leave for his country. All this falls within the resolution of the Central Kuomintang, and it is unnecessary to include it in the Conditions. (2) In March this year it was already resolved by the

Central Kuomintang that the seat of Government should be removed to Nanking for purposes of amalgamation. Thus the removal of the seat of Government to Nanking and thence to Peking in future does not involve any

question.

(3) By the resolutions of the Central Kuomintang Depart-

ment, all Conferences of the Central Kuomintang shall
