instance in the world of war so economically conducted.

But in a speech at Wuhan Ng Yuk Cheung has

stated that he did not know how we had spent the $13,000,000.

Could any man with a conscience make such a statement?

I care not even for my own life; how can it be that I would care for money that is not mine?

I have always

remembered the hardship of my soldiers, but we have not

much funds in hand. We have now taken Shanghai and

Hanking, but as the Communists at Wuhan have not yet

been eliminated there is still much anxiety among the

public. Full revenue is not yet available and we have to borrow money to meet the expenses of comissariat.

We have therefore to endure these sufferings for the

time being. But such is the case in all revolutionary enterprise. The question of improving the standard of living of troops cannot be solved by revenues during a critical military situation. It can only be solved

by

getting our success accomplished quickly and exter- minating all agitators within the territories we have conquered. Therefore for the sake of our troops, we must make every effort to eliminate the Comunists and accelerate the accomplishment of our National Revolution. When the Communists have been eliminated, we shall be

able to accomplish our National Revolution, improve

our financial administration, raise the standard of

the living of our soldiers, reward our comrades who have rendered great military assistance and compensate

the families of those who have been killed or wounded.

But all these can only be assured when we get rid of

the Communists and succeed in our Nation Revolution.

At present the Communists have worked for the ruin of

our National Revolution and have seized all our revenues:
