People in the East are generally slack and careless, while
those in the West are generally disciplined and strict,
especially those in the Frigid Zone. For instance, the
Germans pay great respect to law, and the people of the
Scandinavian Peninsula, where it is very cold, keep to order
far better than the natives of other countries. Therefore
Russia could have been developed to an extreme despotism.
Again because of the cold weather, the Russians are usually
confined to their houses around their fires, and their
thoughts are generally limited to themselves. Formerly
Russia practised despotism under the mask of an Emperor, but
now under that of the masses. All their elections are
properly arranged, before they are formally held, at a
Conference, on the very night before which a preparatory
meeting is always held. In fact this is unnecessary, as we
do not want such an attitude in the world. We must look
out! and it will not be well for us, if we fail to do so.
At present Russia is not making progress; she has had a set
back. She is like a mad man who when assaulted by anybody,
gets up at once and runs away blindly in any direction. The
"Three Aspects of Democracy" are progressive principles
suitable for the present age, and when successfully carried
out, will be the proper Communism we want, not necessarily
the Communism as advocated by Karl Marx. After all what
they call Anarchism, Inhumanism, Marxism (in Chinese, "Ma
Hak Sz" or "Horse Hak Sz") or "Ngau Hak Sz" (Cow Hak Sz) are
no better than pretexts for misleading the people. They are always masked and are in reality something else. Lenin's Communism is merely such a well-organized and well-discipl- ined principle as that advocated by Cheung Hin Chung and Li
