Surely not! As facts show it is because our military offi- cers have been slack and negligent. The officers all suppose that as South and East China has been conquered, they can enjoy themselves for a time, and in consequence they can enjoy themselves for a time, and in consequence they have been lazy in controlling and training the troops

and in all sorts of political work. Therefore the

discipline and morale of our troops have grown more corrupt

every day. The officers have often been absent from their

barracks at night, and even when they have to be on duty in

the day time, they have often failed to get out of bed.

Their spirit has grown worse daily, and the continuation of this will reduce the national revolutionary armies to great disorder. If urgent steps are not taken to rectify this,

our troops will surely be defeated. The staffs in various

departments are also in a gloomy and inert condition, and

look as if they are dying. Nobody can be found to answer

the telephone in any department at 7 in the morning. With

such corruption is not the career of our Revolution in a

very dangerous state? On enquiry I find that it is owing

to the inattention and carelessness of the officers that

such bad discipline, disorder and inactivity have arisen.

Then I was in Nanchang, I warned all military officers on

repeated occasions against sexual pleasure, gambling, and

luxury in food and clothing. But when I spoke to them on

one day, they forgot it on the next. In view of such

corruption, it is no wonder that people have alleged that

our Kuomintang has fallen into decay. Our Kuomintang

members have given people cause to look down on them. Our

Comrades! The power of our Party has now been raised and restored. We must brace up our spirits to develop and glorify our Party, and by no means should we allow the work

of our Kuomintang to get spoilt through our hands. This is
