These three policies were determined upon by our late President in person. For the policy of overthrowing Imperial -ism, all our loyal Kuomintang members should be active to the end despite any sacrifice, and no change should be made in this policy, whatever our position may be. As regards the Second policy, viz, the pro-Russian Policy, Our President allied with Russia because she had treated our race with equality, and therefore he resolutely favoured the alliance with Soviet Russia to overthrow certain principles. Our Kuomintang Government has made no change in the pro-Russian Policy, but is continuing it as before. The dismissal of the Communist elements in our Chinese Kuomintang is only a party affair. Borodin, the Russian Representative, has oppressed and cheated us in many instances during the 3 years past, and I cannot relate them all to you in a few hours. But I may quote you one of the latest instances. At a banquet on the evening of the very day in January on which I reached Wuhan, after I had delivered a speech, Borodin ultimately spoke against our Kuomintang. What was very serious was that he alleged that our revolutionary armi es had acted prejudicially towards the peasants and workmen, and that he libelled the leaders of our Kuomintang in the extreme. At last he warned me saying, "Comrade Tseung Kai Shek! You realize all that we have done during our comradeship in the 3 years past in the midst of hardship and difficulties. We must devise means to overthrow any attempt to oppress the peasants and workmen and to oppose the C. Y." Now, Gentlemen, although he did not refer to any particular person in our Kuomintang, yet clearly he had made a libel and a threat. On that occasion he was the last man to speak, and when he had finished his speech, I had a desire to question him, but the meeting was dismissed by Tsu Him,
