deprive our race of their freedom and our Nation of its

independence. Communism is destructive and not reconstruct-

ive. I do not approve of Communism, firstly because Russia

wants to practise Bolshevism through the 3rd Internationale,

secondly because what the Communists have done is against

my opinions, and thirdly because it is the plan of the 3rd

Internationale to make China a fuse and experimental ground for the Second World War and set her to declare war against the World. Russia has accomplished two great enterprises after the Russian Revolution, viz. helping the accomplish-

ment of Revolutions in Turkey and in outer Mongolia.kax Turkey has accomplished her revolution, but Out Mongolia has become a Russian Colony. In other words Russia has failed

in Turkey, but she can be said to have succeeded in Outer

Mongolia. She now wants to turn China into Mongolia and us

Chinese into her slaves. I do not approve of this.

has much experience in Revolutionary work, and we welcome

their guidance very much. But we do not want China to

become a second Mongolia. The Communist policy of a

despotic government by workmen and peasants is impracticable

in China, for no extremely rich men exist in China, and her

people are all poor, though in different degrees, and no

Communism is necessary. Communism has not yet been success-

ful in Russia: how can it be in China whose industries and

commerce are only in their embryonic stage? Our Chinese

peasants and workmen have been in great hardship and we

should stand among the propertied classes and promote their privileges. We have not deceived them, but the Communists have, making them their tools to help them to seize the

administrative power. Look and see if any peasant or work-

man has been allowed to take part in the Central Government

in Moscow. You may not be able to see a Government at such
